How "best value" is computed.

Each hospital gets two ranks: one by cash-pay price (cheapest = rank 1) and one by CMS overall rating (highest = rank 1). The two are summed; the lowest sum is the best value. Ties broken by price.

Hospitals without a published CMS rating (specialty, pediatric, cancer-only) are excluded from this ranking because the composite would be meaningless. They show up on the procedure overview page instead.

This is one heuristic. Some patients reasonably weight rating heavier than price, others the reverse. The comparison tool lets you sort by price-only, rating-only, or this same composite, and add your insurance for plan-specific numbers.
